People make (or break) projects. CRS and partner staffing is not only the single largest expense for many projects; it is also the source of many project management challenges and risks, specifically: not having the right people in the right place at the right time. The standards in this category highlight the need for proper staffing planning and timely recruitment during project design; proactive and strategic recruitment and onboarding during start‐up; and effective human resource management during implementation and through to the end of the project, when staffing transitions can adversely affect close‐out.
